FLOC's groups seek big changes in Toledo

Due to community unrest over problems faced by the Latino population of Toledo, both groups formed roughly two years ago. Their respective goals are to build a cohesive network of engaged citizens, so that the Latinos in Toledo might gain the political power and institutional credibility needed to address barriers to social mobility.
