FirstEnergy looks to raise rates

COLUMBUS — The Akron parent company of Toledo Edison predicts the typical residential customer would pay about $3.25 more a month during the first year of a rate plan submitted to regulators on Tuesday, which would lock in a market for its nuclear and coal power plants for eight years even if cheaper power is available elsewhere.
