End the jail fight

The fight between Toledo and the county over incarceration costs needs to end and the focus should turn to building a jail It looks like there's a deal, at least an interim deal. City Council has authorized Mayor Paula Hicks-Hudson to sign a contract with Lucas County to send people convicted of violating municipal ordinances to the Corrections Center of Northwest Ohio.
