Court: Ex-chief, others can recoup pensions

Former Toledo Police Chief Derrick Diggs and four deputy chiefs are entitled to recoup the portions of their pensions that were suspended by former Mayor Michael Bell during a financial emergency, an appellate court agreed Friday.
