Councilman: Toledo's 'accounting system in shambles'

A Toledo councilman planned to question the Hicks-Hudson administration today about millions of dollars spent on consultants and why money from city's smoke-detector trust fund was used to pay for hotel rooms, conference costs, and dinners for fire department officials, but the city's top two bureaucrats said they did not have enough notice to be prepared.
