City budget cuts community relations staff position

Mayor Paula Hicks-Hudson's proposed 2018 spending plan, which she released Wednesday, slashes the city's board of community relations executive director position but also includes a nearly 8 percent increase for the Toledo Municipal Court judges' budget.
