Bring on the butterflies

For years the Toledo Zoo and other agencies intent on saving the Monarch butterfly have been encouraging Toledo residents to plant and preserve milkweed, the native Ohio plant that is the butterfly larvae’s only food source. There was one problem — milkweed was officially a noxious weed by definition of the city’s code.
