Boneheaded city politics: A case study

A few days ago, I attended a hearing called by Councilman Rob Ludeman that still has me shaking my head and searching for the right familiar phrase. Mr. Ludeman, who is more civilized, and sane, than most folks who get involved in local politics came up with the relatively mild, "penny wise and pound foolish."
