Arthur Richter (1944-2016)

Arthur Richter, a former chairman of the Washington Township trustees who, behind the scenes, brought WTOL-TV newscasts and other programs to the airwaves, died Saturday in the Sylvania home of his sister Melissa Keisser. He was 72.
