Amid crisis, city spends more on cars

The budget-beleaguered city of Toledo spends thousands of dollars every year renting vehicles for city employees, a practice that continued through the second half of last year amid a financial crisis that prompted Mayor Paula Hicks-Hudson to ban most travel and freeze the hiring of employees for general-fund vacancies.
