Camp Minden plea bargain recommends $149,000 restitution

A third defendant has pleaded guilty in a case involving an industrial explosion at a site leased from the Louisiana National Guard. Kenneth Lampkin was program manager for Explo Systems LLC, which abandoned thousands of tons of potentially explosive artillery propellant at Camp Minden in 2013.
