Washington Senate lawmakers propose a budget with a different idea for a capital-gains tax

Unlike plans by Gov. Jay Inslee and House Democrats, the Washington Senate's $52.2 billion proposal does not rely on a capital-gains tax for funding. It does include a capital-gains plan, however, to reduce other taxes.
