Tax relief promised, after spike in state revenue forecast

Top legislators promise property tax relief after bullish new Washington revenue forecast.  State income will go up $1.3 billion in the current and next biennium.The forecast comes just as homeowners are facing whopping property tax hikes stemming from what the Legislature did last year.
