Seattle mayor wants to allow and regulate 3 new tent cities

Responding to an increase in unauthorized homeless encampments, Seattle Mayor Ed Murray proposed legislation Wednesday that would allow and regulate new tent cities on public and private land. Illegal camping also is expanding around the region.
