Rent control: Does it help or hurt?

Rent control has been a hot topic in debates about Seattle's housing crisis, and the City Council on Monday asked state legislators to allow for changes to the state's ban on local rent control. But one look at San Francisco suggests that rent controls on that scale may have little impact.
