Once-homeless student who’s now a lobbyist says youth housing would make a difference

While he was a homeless high-school kid, Charles Adkins also served as an aide to the mayor of Mukilteo. Now, at 20, he is lobbying in Olympia for laws to help other students who lack stable housing.
