Most school districts struggle to find substitute teachers

A statewide survey has found that most Washington school districts struggle hiring substitute teachers. But lawmakers overseeing retirement rules say they don’t plan to revoke a policy that could be keeping more than 1,000 retired teachers from substitute teaching.
