Mayor 'showcasing' Seattle's best. Why not tour its failings?

During last fall's campaign, Durkan topped her to-do list with a promise that the city would do a better job delivering basic services. The promise was straightforward: Seattle voters are generous with tax levies, and they should get to see results.
