Leon G. Billings, architect of Clean Air Act, dies at 78

As the first staff director of the Senate environment subcommittee and an alter ego of Sen. Edmund Muskie, D-Maine, Mr. Billings was also instrumental in drafting the 1972 Clean Water Act, as well as amendments, passed in 1977, to both landmark antipollution laws.
