Remember last year when the mayor proclaimed City Hall "Kitty Hall" and there was a tent of cats to cuddle and then the cats basically held their own press conference?Well, IT'S HAPPENING AGAIN.Today.Noon.The plaza in front of City Kitty Hall at Fourth Avenue and Cherry Street.Last year—for those of you who will inevitably call this a waste of resources because you want people like me to only go to press conferences held by humans unti
