Gov. Jay Inslee won't attempt to put a price on carbon emissions during this legislative session, instead proposing a package of climate change policies that require utilities produce 100 percent "clean energy" by 2045, tightens fuel standards for vehicles, promotes electric vehicles, and incentivi
