Connelly: Trump budget message: Don't clean up America's waters

The proposed Trump administration FY 2018 budget, set for unveiling Tuesday, axes all federal money to clean up waterways, from Puget Sound to the Great Lakes to to Lake Champlain to Chesapeake Bay. Congress will have a say about that.
