Connelly: State nixes key permit for big Longview coal terminal

A big blow to Big Coal:  The Washington Department of Ecology denies a key water quality permit to builders of the proposed Millennium Bulk Terminals coal export terminal in Longview.  It would be the largest coal export facility in North America with a capacity of 44 million tons a year.
