Connelly: Rationales for streetcar overruns heard before

The enormous overruns of the Washington Public Power Supply System's nuclear construction program offer a distant mirror on escalating costs of the Central City Connector streetcar in Seattle.  Mayor Jenny Durkan made the right decision in, at least temporarily, halting the project.
