Connelly: Local waters at risk in Canadian pipeline battle

Two Canadian provinces -- British Columbia and Alberta -- confront each other over construction of a huge oil pipeline.  We're in the middle.  The pipeline would send laden oil tankers through the Salish Sea and Strait of Juan de Fuca.
