Connelly: Election 2017 signals shift to 'greener' Democratic State Senate

Elections have consequences.  With the win by State Sen. Manka Dhingra, D-Redmond, giving Democrats control of the State Senate, Gov. Inslee's climate agenda will no longer be blocked.  The Washington Voting Rights Act may -- at last -- pass. The state is likely to get a capital budget, after months of partisan rancor.
