Connelly: Dems announce accord on $4B state capital budget

An impasse where time is of the essence. Leading legislative Democrats have announced there is agreement on a new, two-year $4 billion state capital budget.  But negotiations continue on a rural water rights dispute that Republican lawmakers insist must be resolved.Thursday marks the end of the third special session of the Washington Legislature, which has been meeting since January.
