Xcel to customers: safe to turn thermostats back up

Winds have eased and temperatures began to moderate in the Twin Cities. St. Paul and Minneapolis eased up on enforcing their snow emergency parking rules. Up north, a township near Eveleth hit 56-below for second time this week.
