RFP issued for site next to Highland Park water tower

A 4.3-acre parcel tucked into a popular St. Paul neighborhood could be a blank slate for a creative developer. The St. Paul Board of Water Commissioners last week sent out a request for proposals to develop the site of a defunct 18-million-gallon water reservoir site along Snelling Avenue in the Highland Park neighborhood.
