Melvin Carter sworn in as St Paul mayor

Melvin Carter was sworn in as mayor Tuesday, Jan. 2, 2018 at his alma mater Central High School in St. Paul, Minn. The oath of office ceremony kicked off a week of events around the city, culminating in an inaugural ball Jan. 5 at Union Depot.
