Harassment specter stalls bill on attorney fees

Though the effect likely is temporary, the cloud of sexual harassment at the Capitol has stalled a bill that would pressure attorneys to accept early settlement offers rather than push cases through trial to drive up their legal fees. House File 923 is not a new bill.
