4 a.m. bar close

St. Paul bar owners who apply for a special permit will able to serve until 4 a.m. on Feb 3, 4 and 5 to take advantage of Super Bowl weekend. The city council approved the permit in light of Super Bowl 52 coming to Minneapolis on Feb. 5, alongside a series of conditions.
