Sacramento seeks equality for all in budding pot business

The Sacramento City Council is scheduled to vote on a proposal to establish a mentoring program to make it easier for minorities, women, veterans and even those with a criminal history to develop a cannabis business within city limits when commercial marijuana becomes legal in California on Jan. 1.
