RPD arrests man for November shooting that killed 1 man, left another with 'life-altering' injuries

The Rochester Police Department Tuesday morning arrested a man who they say is responsible for the shooting in the parking lot behind P.I. Lounge on West Avenue back in November that killed one man and left another man in critical condition.
