Gov. Cuomo declares state of emergency for Steuben County over flash flooding

Steuben County has declared a state of emergency and is prohibiting travel in the towns of West Union, Woodhull, Troupsburg, Tuscarora, Greenwood, Canisteo, Hornellsville and Jasper.
