Stein wants commission to delay proposed ballot rules as NC absentee voting nears

North Carolina Gov. Josh Stein is seeking to delay implementation of proposed rules involving voter ID exceptions and absentee ballots. He says the timing — so close to the election — could create confusion and increase the risk of ballots being rejected.
