Cooper signs 'brunch bill,' vetoes 'garbage juice' spray bill

Gov. Roy Cooper on Friday vetoed legislation that would allow landfills to collect the contaminated liquid that leaks from the trash and shoot it up into the air over the dump with giant blowers.
