Uber, Pittsburgh disagree on who failed to communicate on self-driving cars. Will it get better?

Since the fatal crash in March involving a self-driving Uber in Arizona, communication between Uber and the city of Pittsburgh has been quite the roller coaster ride as illustrated by tweets and newly acquired text messages between a city official and an Uber executive.
