TRAFFIC ALERT: Malfunctioning pump may be reason for backed up water in 'bathtub'

The water that has been backing up into the city’s infamous “bathtub” is being caused not by the river, but by a “clog or malfunction in the drainage pump,” according to a PennDOT spokeswoman.
