Penn State 'has a tuition problem' state audit finds; out-of-state students accepted at higher rates

Penn State University needs to address a "troubling" trend in which out-of-state students are accepted at its most desirable main campus at rates exceeding in-state students, Pennsylvania Auditor General Eugene DePasquale said Thursday.
