Johnson removed from City Council ballots, creates head-to-head race

City Council District 4 candidate Mark Johnson lost his opportunity to appear on the May 16 Democratic primary ballot almost before the argument began. In a perfunctory court hearing Tuesday morning, Allegheny County Judge Joseph James removed Mr. Johnson from the race because his petitions lacked the minimum 100 signatures.
