County's top doc: Opioid emergency making officials "desperate"

With a presidential declaration of emergency on opioids anticipated in the afternoon, Allegheny County's top health official on Thursday morning said this region is desperate for solutions, suggesting that schools, community groups and anybody with a public bathroom could join the fight.
