City Councilman Lavelle has not complied with financial reporting requirements

Pittsburgh City Councilman R. Daniel Lavelle voted in favor of a 2015 ordinance tightening up campaign-finance reporting for city elected office-seekers. But Mr. Lavelle, who is up for re-election this year, has been struggling to comply with one of its key provisions.
