Casey reluctantly joins in spending vote plan to end shutdown

WASHINGTON — U.S. Sen. Bob Casey of Pennsylvania reluctantly joined 22 Democratic colleagues who were swayed Monday to support a GOP spending plan in order to reopen the federal government today.
