Bethany Hallam says Joanna Doven committed 'borderline defamation' in calling her a drug dealer

A day after rival Joanna Doven accused her of having dealt heroin, Allegheny County Councilwoman Bethany Hallam called the attack “borderline defamation” that alienates people from politics.
