Smoking out noncompliance: Selling tobacco to minors could cost state $6.8 million

If too many retail outlets are caught selling tobacco products to minors, the Oklahoma Department of Mental Health and Substance Abuse Services could lose 40 percent of a $17 million annual block grant, or about $6.8 million.
