Water pits neighbor against neighbor

In the rainiest December in decades, a small group of residents in the Santa Cruz Mountains community of Aldercroft Heights is protesting strict water limits and severe penalties imposed by the volunteers who run the neighborhood water board and fear the Los Gatos Creek that supplies their water could still run dry.
