Mayor de Blasio unveils budget

New York City Mayor Bill de Blasio revealed a new $77.7 billion spending plan for the city. The plan has money in it to replace out of date bullet proof vests for police, funds to hire 149 more 911 dispatchers to improve emergency response time, and millions to hire personnel on Rikers Island after a scandal revealed some staff had criminal backgrounds.
