De Blasio's $6 billion plan to combat homelessness

Mayor Bill de Blasio is rolling out the first part of a major initiative to combat New York City's growing homelessness problem.  The city is going to spend $6 billion on homelessness over the next four years. A key part of the plan is to shift the homeless who are mentally ill off the streets and into mental health facilities.
