Bratton: NYPD has trouble hiring black candidates

Is stop and frisk partly to blame for difficulties hiring more black police officers in New York City? That is what Police Commissioner Bill Bratton appeared to tell British newspaper The Guardian. Bratton said the NYPD would have an easier time hiring more black officers if fewer had criminal records.
